In the 39th round of the 2013 Draft the Cleveland Indians select right-handed pitcher Frank Duncan from the University of Kansas (KS).

Born: 01/30/1992 - Height: 6'4" - Weight: 212 - Bats: Right - Throws: Right

Jeff Ellis: In 2012 Duncan was a beast striking out 100 in 111innings while only walking 32. Then this year he walked the same amount but his strikeout total was halved.  Before the year began he was a guy who was a bubble first round guy. He regressed and his stuff looked worse this year. A year ago he was throwing mid 90's this year he is in the 90's. He could be a buy low candidate if you think you can fix what went wrong. Then again, he might want to go back to Kansas and see if he can get fixed and get more money.
