Upside as in room for improvement(Sisco) or potential as a MLB player(Howard)?

Peters might make it to MLB but his improvement will probably come only with command. Not much upside there, IMO.

The cool thing with specs is that you never know which one is going to make the big play/hit/pitch to win you a WS. Heck the Tribe just signed Barr for $2500 & he might be the one to do it.

Simply based off the stuff I've read about them, mostley on this site..

Howard highest ceiling, Peters highest floor, and Sisco somewhere in the middle. I think all 3 can potentially bring something to a big league pitching staff. Sisco really intrigues me more than the others for some reason.
