Building your club with prospects is "in" again

Here's a link to an interesting article from The Biz of Baseball that ranks the clubs in their winning efficiency. That is; spending enough on your payroll to win; but not overspending. The winners were the Rays and Twins, and losers were Tigers and Mariners. (Dodgers got in the playoffs, but spent a heck of a lot to get there.)
The bottom line is this; In the post-steroid era, big ticket free agents are out, and building through the farm system is in.
